Policy and Briefing Papers

This is a collection of work I have done for think tanks or for the policy community. This is fun work because you can almost always be sure that someone will read what you have written. The papers collected here include briefing notes and rapporteur work as well.  The links in the title point to the original material; I also provide links to the institutes that published it. The papers are in reverse chronological order, starting with the most recent.
